WABetaInfo has released a screenshot of this, looking at which it becomes clear that this is currently for some beta testers, those who install the latest beta version get two new shortcuts for photos, videos and GIFs directly from the media viewer screen.

This new feature has been introduced at the bottom of the media viewer screen. Its first shortcut gives users a new reply bar, while the second shortcut is for replying to that media.
After the arrival of this feature, users will save a lot of time. Earlier, reactions could be given only through the chatting page, but now reactions can be given from the page that is found when you open the media.
