According to Delhi Statistics Handbook 2023, no objection certificate has been taken for taking 5.39 lakh vehicles to other states in the financial year 2022-23. This clearly means that because these trains were not running in Delhi, another NOC was taken and sent to other states. Therefore, NGT has made it clear that even after getting the pollution certificate, old vehicles will be sent for scrap.
Delhi Transport Department has also clearly written on its website that there is a complete ban on 10 year old diesel cars and 15 years old petrol-CNG cars or bikes on the roads in Delhi. Let us tell you that the National Green Tribunal has implemented this rule not only for Delhi-NCR but also for some cities of other states of the country. The Supreme Court also upheld this decision of NGT.

However, under the new scrap policy of vehicles, it has become mandatory to re-register the bike, scooter or scooty to run it for the next 5 years. For this, you will have to collect fitness certificate from Automatic Vehicle Fitness Testing Station (ATS) and submit it to RTO. Only after that RTO will give you a license to drive. But, without fitness certificate you cannot even drive these vehicles.
