4. The appointment of the Vice Chancellor requires serious consideration by imposing merit, word and eligibility, upgradation standards of higher education.
5. The educational performance indicator (API) system of the assessment should be removed and the introduction of a new system with high levels of discretion should be revalved.
6. Several provisions related to appointment of assistant professors require serious reconsideration, including provisions related to non-need of a basic degree in the main subject.
7. More clarity is sought in the provisions related to Emeritus professors before intermittent appointments, guest faculties, faculty visits, practice professors and guidelines.
8. The provisions related to the results of violation of the draft UGC rules are rigid, highly, undemocratic, and require severe reconsideration.
9. Under the NEP, it is forced to compulsorily apply all proposals and take punitive measures for non-transportation and the state goes against a sense of autonomy in a federal structure.
10. There is a need to put more emphasis in rules on industry-academia cooperation to increase innovation and research ecosystem in public universities.
11. The draft rules and grading parameters are designed to promote private institutions, ignoring the welfare aspects of the government/public institutions.
12. An entrance exam for basic graduate courses makes mandatory to increase ger and provide inclusive education.
