‘One Nation One Subscription’: All about Centre’s plan to ensure access to academic journals mint

Prime Minister Narendra Modi-The Union Cabinet on Monday approved ‘One Nation One Subscription’, a new scheme of the Central Government to ensure nationwide access to research articles and journal publications of scholars.

Modi government has allocated Rs 6,000 crore for this initiative over a period of three years, which is in line with the goals of Develop India @2047, National Education Policy (NEP) 2020 and Research National Research Foundation (ANRF).

The scheme aims to benefit students, teachers and researchers all higher education Institutes managed by the Central and State Governments and Central Government Research and Development Institutes have access to research articles and journal publications of international high-impact scholars.

A total of 30 leading international journal publishers are included in One Nation One Subscription.

Access to the journals will be provided through a completely digital process through a national membership coordinated by the Inter-University Centre, Information and Library Network (INFLIBNET), an autonomous center of the University Grants Commission (UGC).

Availability of quality scholarly journals will benefit 1.8 crore students, teachers, researchers and scientists across all disciplines.

Key Features of One Nation One Subscription (ONOS)

A total of 30 major international journal publishers have been included in the One Nation One Subscription scheme.

– All of the approximately 13,000 e-journals published by these publishers will be accessible to more than 6,300 government higher education institutions and central government research and development institutions.

– The scheme will be administered through a simple, user-friendly and completely digital process.

– total approx Rs 6,000 crore has been allocated for three calendar years – 2025, 2026 and 2027.

, The benefits of the scheme will be provided through national membership coordinated by a central agency, namely the Information and Library Network (INFLIBNET), an autonomous inter-university center of the University Grants Commission (UGC).

– State Governments will also be requested to run campaigns at their level to make maximum use of this unique facility by students, teachers and researchers of all government institutions.
