Car Bike Scrap Policy in India: The new scrap policy has come into effect in the country from April 1, 2023. After the implementation of this scrap policy, many questions are arising in the minds of private and commercial vehicle owners. First, can a 10, 15 or 20 year old car, bike, scooter or scooty be driven on the road? Second, is the government’s new scrap policy different for cars and bikes, scooters or scooties? Third, do bikes, scooters or scooters get less subsidy than cars? Fourth, are there different scrap policies for private and commercial vehicles? If such questions are arising in your mind, then today we will answer all those questions, which will make it easier for you to understand about the scrap policy.

First of all, let us tell you that if any person buys a new car, he is given a license to drive on the road from the Transport Department (RTO) for 15 years. However, under the new scrap policy, even after 15 years, that person can drive the car on the road for 5 more years. Provided that the condition of the vehicle is fine and it has received fitness certificate from ATS i.e. Automatic Vehicle Fitness Testing Station.

Under this, it will be mandatory to re-register a car, bike, scooter or scooty that has been running for 15 years to run it for the next 5 years. For this, you will have to collect fitness certificate from Automatic Vehicle Fitness Testing Station (ATS) and submit it to RTO. For example, if your bike is 15 years old, then to ride it for the next five years, you will have to get a fitness certificate and re-registration.

Re-Registration Rule: Fitness certificate will have to be obtained from ATS and submitted to RTO.

Chance to get fitness certificate only 2 times
Before re-registration, you will have to obtain a fitness certificate from a recognized ATS and submit it to the RTO and then the RTO will issue a license for 5 years. For this, the vehicle will have to be taken to the ATS center and then a fitness certificate will be made along with the mechanical equipment. You will get the opportunity to get the fitness certificate of your vehicle at the ATS center only twice.

It is mandatory to obtain fitness certificate
Suppose, if you took your vehicle to the ATS center for the first time and for some reason the fitness certificate of your vehicle could not be generated, then you will get another chance. If for the second time also there is a problem with your car and the fitness certificate of your car is not made, then you will be left with no other option but to give your car in scrap. If you get the fitness certificate the second time, you can submit it to the RTO and get re-registered. But, after re-registering, your vehicle can drive on the road only for 5 years.

The rules will change from June 1, 2024
After April 1, 2023, you can also get your 15 to 20 year old vehicle scrapped by going to a government recognized scrap center. But, this rule will change from June 1, 2024. After June 1, 2024, if your car is caught driving on the road, it will be sent directly to the scrap center and you will also be fined, and no subsidy or exemption will be available. In such a situation, if you get the vehicle scrapped as per your wish, you will get all these benefits from the government.

Many benefits of scrapping old vehicles
The first benefit is that whatever is the value of your vehicle, you will get 4 to 6 percent of that value. Suppose your car is worth Rs 1 lakh, then you will get Rs 4000 to 6000 more. The second benefit is that on scrapping certificate, you will get 5 percent discount on the total price of a new vehicle. Third, you will not have to pay the registration fee for purchasing a new vehicle. Fourth, you will also get exemption on road tax. Private vehicles are getting 25 percent discount on road tax and commercial vehicles are getting 15 percent discount.

The Ministry of Road Transport and Highways has also made a new rule regarding re-registration. first private vehicles re-registration For this, one had to pay Rs 1000, which has now been increased to Rs 5000. Similarly, the registration fee of private bike has been increased from Rs 300 to Rs 1000. Earlier, Rs 15,000 was charged for re-registration of foreign vehicles, which has now been increased to Rs 40,000.

Rules of registration and re-registration
Similarly, after the expiry of registration of private vehicles, the late fee has been increased to Rs 300 per month and for commercial vehicles to Rs 600 per month. Similarly, earlier the re-registration fee for auto or taxi was Rs 1000, which has now been increased to Rs 7000 and for bus-truck it has been increased from Rs 1500 to Rs 12,500.
