The Assam government on Wednesday proposed to merge the state boards of classes 10 and 12 into a single entity to manage secondary education.
The state government introduced the Assam State School Education Board Bill, 2024 in the Assembly to create a new body to control the education system up to class 12 in the state.
According to the Bill, the Board of Secondary Education, Assam, (SEBA) and Assam Higher Secondary Education Council (AHSEC) will be merged to form a new body – Assam State School Education Board (ASSEB).

The Preamble of the Act states that this Bill seeks to regulate, supervise and develop secondary education in the State of Assam by merging the existing Board of Secondary Education, Assam and the Assam Council of Higher Secondary Education.
ASSEB will be headed by a Chairman nominated by the Government. An individual Vice President will look after each division under the Chairman and will be nominated by the Government.
The new board will have a total of 21 members, whose tenure will be three years and can be renewed for the same period.
“The purpose of introducing the Assam State Board of School Education Bill, 2024 is to develop, regulate and supervise standards and quality in school education in the State of Assam,” Education Minister Ranoj Pegu said in the statement of objects and reasons of the bill. ” ,
The decision to merge was taken in the state cabinet meeting chaired by Chief Minister Himanta Biswa Sarma in November last year.
Notably, SEBA conducts the Class 10 board exams, while the Class 12 exams are looked after by AHSEC.

The move comes after at least two question papers of Class 10 board exams in 2023 were leaked by SEBA. The General Science and Assamese papers were leaked in March last year.
This forced SEBA and the government to reschedule the examinations of all subjects of Modern Indian Languages ​​(MIL) including General Science, Assamese and English (IL).
