Union Education Minister Dharmendra Pradhan released the draft of the UGC (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) Regulations, 2025 in New Delhi on Monday, January 6. .
Along with the draft rules, the Education Minister also inaugurated the new auditorium of UGC ‘Pushpagiri’.

Some highlights of the regulations are as follows:
• Flexibility: To enable candidates to pursue teaching career in the subjects for which they qualify with NET/SET, even if different from their previous degree. Ph.D. Expertise will be given priority.
• Promotion of Indian languages: To promote the use of Indian languages in academic publications and degree programmes.
• Holistic assessment: focusing on a wide range of qualifications, including “notable contributions”, to eliminate score-based short-listing.
• Diverse talent pool: Creating dedicated recruitment pathways for experts in arts, sports and traditional subjects.
• Inclusivity: To provide opportunities to accomplished players, including players with disabilities, to enter the teaching profession.
• Improved governance: Revise the selection process for Vice-Chancellors with expanded eligibility criteria along with transparency.
• Simplified promotion process: streamlining promotion criteria, emphasizing teaching, research output and academic contribution.
• Focus on professional development: Encouraging continuous learning and skill enhancement for teachers through faculty development programs.
• Enhanced transparency and accountability: Promote transparent processes for recruitment, promotion and resolution of complaints.
Addressing the gathering, Pradhan said that the draft reforms and guidelines will bring innovation, inclusivity, flexibility and dynamism in every aspect of higher education, empower teachers and academic staff, strengthen academic standards and pave the way to achieve educational excellence. do.
In his address, the Education Minister also appreciated the UGC team for the effort taken in preparing the draft regulations and guidelines in line with the ethos of NEP 2020.
As the Minister informed, the Draft Regulations, 2025 have been placed in the public domain for feedback, suggestions and consultation, while expressing confidence that the UGC will soon publish the guidelines in their final form which will bring about a transformation in the education system and ensure quality education. Additionally, Pradhan also acknowledged the effort of UGC in honoring the intellectual heritage of Odisha by naming its newly constructed auditorium as ‘Pushpagiri’.
